APP questionTell me - is APP supposed to be used for summative assessment to provide an overview of a child's 'level of attainmnent' - or is it supposed to be used to set targets for children?

the former. However, once this has been done, you can see where the gaps are for that child and can then target these areas. But the bullet points on the APP sheets are not meant to be used as learning objectives so you would need to tailor your teaching and targets so that these areas could be covered. Does that make sense?

If a child generally shifts a level once every two years then how can a statement be used as a target - it might take some chidlren ages to gain the target? How does that work?

Are you saying that targets from APP are useless????

An APP statement isn't a target. It's much too broad for that. As psycho_jo said, it gives an idea of where work is needed but targets would be much smaller steps.
